項目已具備招標條件，現對該項目的勘察設計進行公開招標。
1.2本招標項目由 自貢市沿灘區發展和改革局 （核準機關名稱）核準（招標事項核準文號為 自沿發改項批【2022】16號、自沿發改項批【2022】26號、自沿發改項批【2022】27號 ）的招標組織形式為 委托招標 。
招標人選擇的招標代理機構是 四川匯隆招投標咨詢 。
2. 項目概況與招標范圍 2.1建設
2.2招標規模：1）沿灘城區老舊小區燃氣管道及配套設施改造項目：改造涉及小區居民3882戶，建筑面積368000平方米。
實施小區范圍內中壓燃氣管道19.41km，低壓庭院管道31.1km，入戶燃氣立管65.99km，入戶不銹鋼軟管38.82km，安全設備，安全閥門樓道閥門等，以及原有供氣設備拆除。
2）自貢市沿灘區興元路片區燃氣管道老化更新改造項目：改造涉及小區居民7116戶，實施燃氣立管71.16km，庭院管道35.58km，燃氣橡膠軟管，燃氣安全設備，安全閥門樓道閥門等，以及原有供氣設備拆除等。
3）自貢市沿灘區獅子山片區燃氣管道老化更新改造項目：改造涉及小區居民8312戶，實施燃氣立管83.12km，庭院管道41.56km，燃氣橡膠軟管，燃氣安全設備，安全閥門樓道閥門等，以及原有供氣設備拆除等。
2.3 勘察設計服務期限：勘察30日歷天、初步設計50日歷天。
2.4 招標范圍： 勘察設計一個標段。
1、勘察：滿足設計深度要求的管線及附屬構筑物初勘、詳勘、測繪。
2、工程設計：初步設計（含概算）。
3、報審和后續服務：初步設計審查服務。

3. 投標人資格要求 3.1本次招標要求投標人須具備 3.1.1資質要求： 具有獨立企業法人資格，具有建設行政主管部門頒發的工程勘察專業類（巖土工程（勘察））丙級以上資質、具有國家建設行政主管部門頒發的工程設計市政行業（城鎮燃氣工程）專業丙級及以上設計資質，并在人員、設備、資金等方面具有相應的承擔本項目的能力 。
3.1.2業績要求：（本項為多選） ? 無業績要求。
3.1.3 3.2本次招標接受聯合體投標。
聯合體投標的，聯合體牽頭人應為設計單位，同時滿足下列要求： （1）聯合體投標單位不超過2家（含牽頭單位）具有相應資質的獨立企業法人組成；（2）聯合體牽頭人應具有國家建設行政主管部門頒發的工程設計市政行業（城鎮燃氣工程）專業丙級及以上設計資質，聯合體各方應簽訂聯合體協議書，明確聯合體牽頭人和各方權利義務，聯合體牽頭人負責本項目投標報名、繳納投標保證金、遞交投標文件和合同的全面實施；（3）聯合體各方不得再以自己名義單獨或參加其他聯合體在同一標段中投標。
