中化建國際 （以下稱為“招標代理機構”），的全資子公司，受中海殼牌石油化工 公司（以下稱為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交電子密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招標條件 Preconditions for Solicitation
項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州聚碳酸酯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC HuizhouPolycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人為 的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該 投標和簽訂合同），投標時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
B. ★如果投標人所投貨物非投標人自己制造，投標人應得到所投貨物制造商同意其在本次投標中提供該貨物的正式授權書。投標時提供制造商授權書原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投標人以自己制造的貨物參與投標的，不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。投標人將被授權的貨物再授權給其他投標人同時參與投標的，相關的所有投標將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.？

Can a bidder participate in the bidding without purchasing the Solicitation document? No.
（2）資質要求 Qualification Requirement ★
投標人所投攝像機、照明及接線盒必須滿足“爆炸性環境甲類ⅡB T4組”，隔爆型的防爆要求，并提供防爆證書，防爆認證機構必須為國家授權防爆認證機構或國家認證認可監督管理委員會認可的國際權威認證機構。投標時需提供證書原件掃描件（原件備查）并可在相應發證機構官方網站核實；國家授權防爆認證機構可在認監委官網 ( )查詢。攝像機與外殼必須為整體防爆認證，不接受非防爆攝像機配防爆外殼的組合方式。
The cameras, lighting fixtures, and junction boxes offered by the bidder must meet the explosion-proof requirements of "Explosive Atmosphere Class I, Group IIB, Temperature Class T4," with a flameproof (Ex d) type. The bidder must provide the explosion-proof certificate. The explosion-proof certification body must be a state-authorized explosion-proof certification body or an internationally recognized authoritative certification body accredited by the Certification and Accreditation Administration of the People's Republic of China (CNCA). During bidding, a scanned copy of the original certificate must be provided (the original is subject to verification), and the certificate must be verifiable on the official website of the corresponding issuing authority. State-authorized explosion-proof certification bodies can be queried on the CNCA official website ( ).
？The camera and its housing must have an overall explosion-proof certification. Combinations of non-explosion-proof cameras with explosion-proof housings are not acceptable.
（3）★業績要求Requirement for Bidder's Past Performance:
投標人所投產品制造商自2015年1 月1 日至投標截止日止(以合同簽署日期為準)，至少具有一個雙酚A（BPA）裝置結晶器防爆攝像機的供貨業績。
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產品的業績，視為投標人所投產品的制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。
若投標人為所投產品的代理商，則除以上業績要求外，投標人還應具有自2023年1月1日至投標截止日(以合同簽署日期為準)，至少 1 個合同的結晶器防爆攝像機的代理銷售業績。
The manufacturer of the products offered by the bidder must have, from January 1, 2015 to the bid submission deadline (based on the contract signing date), at least one supply performance record for explosion-proof cameras used in crystallizers of a Bisphenol-A (BPA) plant.？
？Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.？
？If the bidder is an agent of the product submitted, in addition to the above performance requirements, the bidder shall also have, from January 1, 2023 to the bid submission deadline (based on the contract signing date), at least one agency sales contract for crystallizer explosion-proof cameras.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、用戶簽字或蓋章的到貨驗收材料 。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, and description of supplied goods,Signed or stamped delivery acceptance documents.
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
若投標人為所投產品的代理商，則除上述相關業績證明文件外，還需提供結晶器防爆攝像機代理銷售業績的證明文件。業績證明文件包括：銷售合同及技術協議。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、賣方名稱、貨物名稱。
？If the bidder is an authorized agent for the offered products, in addition to the relevant performance documentation mentioned above, the bidder must also provide proof of agency sales performance for Crystallizer Explosion-proof Camera. The performance documentation shall include sales contracts and technical agreements. The submitted performance documents must at least demonstrate the following details:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), Seller's Name, Goods Name.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均被視為無效業績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有興趣的投標人可通過以下方式獲取招標文件

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標人須在線填寫“ 支付成功后，投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元，售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。
The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
